Two-day schedule for each Charter Convention
On December 15, 2009, the Detroit Charter Revision Commission (DCRC) unanimously approved a plan to carry out the charter revision process in two years, culminating with a referendum before city voters in November 2011. The two-year plan involved the use of subcommittees in Phase II of the charter revision process. It is now proposed that the Commission utilize the use of workshops in an effort to increase citizen and Commission participation.
The objective of Phase II is to galvanize citizen interests, to mobilize citizens and stakeholders and to engage the Commission and recommend specific concepts, language and testimonials that will be used to help draft the new Charter. The intent of Phase II is to engage the broad community and to encourage citizen participation in the Charter Commission’s work by hosting three community-based Charter conventions. The Charter conventions, to be held in October, November and December 2010, are to take place in three geographically diverse sectors of the city and are designed to maximize citizen and stakeholder input and accessibility to the Charter process.
• After Phase II is completed in December 2010, the drafting phase process will be carried out between January 2011 and March 2011.
• In March 2011, the DCRC will offer to Detroit residents a preliminary document to review.
• After that review, the Charter Revision Commission will then finalize a proposed revised Charter and send it to the state Attorney General for review, as prescribed by state law. (Home Rule City Act) The state Attorney General’s re-view is expected to take up to 90 days.
• After the proposed revised draft returns from Lansing, the DCRC would then secure from the Detroit City Council the authorization to place the proposed revised Charter document on the ballot in November 2011 for voter approval or rejection.

Detroit Zoning, Water & Sewerage Updates
DETROIT INTERACTIVE ZONING ORDINANCE AND ZONING MAPS NOW AVAILABLE ONLINE
The Detroit City Planning Commission (CPC) proudly announces that both the City of Detroit Zoning Ordinance text and zoning maps are now available on the CPC Web site.
The zoning of a piece of property governs the uses allowed on that site. The City of Detroit has many zoning classifications that, in general, keep similar land uses together. For example, industrial use zoning is not permitted in the middle of a residential area. The zoning classifications are broken down into districts for residential, commercial, and industrial uses. There are also several special districts intended for certain areas or for certain types of development.
WATER DEPT. CUSTOMERS TO HAVE ONLINE SERVICE AVAILABLE NOVEMBER 16
As part of ongoing efforts to improve customer service for Detroit residents, DWSD is instituting a number of features to make the customer service experience simple and convenient. Beginning November 16, Detroit customers can go online at DWSD.org to access important account information and to pay bills using a credit or debit card, or an electronic check.
Standard Service: With this access you can: Set up one time bill payments; Check your account balance and due date; View consumption, billing and payment history; View FAQs and other linked documents.
Premium Service: Create and manage your user profile; Set up one-time or recurring bill payments; Request services (such as service transfers and disconnections, meter read requests); Enroll to receive an electronic bill in addition to a hard copy; Enroll to receive e-mail notice that your bill is available. All customers can enroll into the Premium Service option with a valid identification and proof of property ownership.
Landlord Service: Make one-time payments on individual accounts; View FAQs and other linked documents; Access additional enhanced services in the near future.
There is no extra charge for this service. Although card issuers charge a small fee per credit card transaction, DWSD is absorbing this cost to make it easier for customers to enjoy these online services.
DETROIT WATER AND SEWERAGE DEPARTMENT’S SEWER CLEANING PRODUCTIVITY SKYROCKETS
The Detroit Water and Sewerage Department (DWSD) announced significant improvements made in 2010 in sewer cleaning operations undertaken by DWSD workers. So far this year, employees have cleaned two million linear feet of sewers in the DWSD system.
“This represents a 1000 percent increase in cleaning activities over those of the last three years, and at this rate of production, our entire sewer collection system in the city of Detroit will be cleaned once every five years,” said DWSD Deputy Director Darryl A. Latimer.

The Detroit Recreation Department will host its 4th annual Thanks and Praise Luncheon on Thursday, November 18, at the Belle Isle Casino.

The City of Detroit Department of Human Services Senior/Consumer Advocacy Division will host its annual Holiday Gala 2010 for seniors 60 years of age and older on Friday, December 3, from 6 – 10 p.m. in the Cobo Hall Ballroom.

FREE HOT CHOCOLATE & COFFEE DURING THANKSGIVING PARADE
DPM TO PROVIDE FREE HOT CHOCOLATE AND COFFEE DURING THANKSGIVING DAY PARADE
How’s this for a real heart — and hand — warmer: for one day – November 25 – the Detroit People Mover (DPM) will provide free hot chocolate and coffee during the Thanksgiving Day parade, across the street from the DPM Grand Circus Park stop.
Sponsored by WADL TV 38, the DPM “Family / Patron Station” inside Angelina Italian Bistro will give away complimentary hot chocolate and coffee starting at 8:30 a.m. on Thanksgiving Day. The restaurant is located at 1565 Broadway, on the first floor of the old Madison Theater Building and across from the Detroit Opera House. All free beverages and giveaways will be available until noon or while supplies last. In addition, the Detroit People Mover will distribute free children’s Santa antlers (reindeer hats) and December transit passes. Visitors will also have an opportunity to submit their best wishes for Detroit in the New Year.
